they're trying to figure out if there was an argument between the suspects and victim... or if the person was targeted./// ((patranya bhoolsuwan)) > a 21-year-old is arrested in henderson... accused of shooting and killing his father. eugene tshiyombo was taken into custody monday afternoon... at a home near saint rose and paseo verde. police say the 68-year-old man was found inside with a gunshot wound. investigators believe tshiyombo got into an argument with his father the night before. he is being held at the henderson detention center on an open murder charge./// ((patranya bhoolsuwan)) > more protests and community meetings are planned in cleveland today ...following a grand jury's decision not to indict the two police officers who fatally shot 12-year-old tamir rice last year. demarco morgan explains what led up to the decision. > protestors marched in cleveland on monday night - hours after county prosecutors announced the grand jury's decision. did not indicate criminal conduct by police." enhanced surveillance video from the november 2014 shooting shows loehmann and garmback drive up to tamir rice. within two seconds of exiting the cruiser, loehmann opened fire on the twelve-year-old. prosecutors say the footage shows rice pulling out the pellet gun, possibly to give it to police or to show the officers it wasn't real. (tim mcginty// cuyahoga county prosecutor) "but there was no way for the officers to know that because they saw the events rapidly unfolding in front of them." on monday, rice's family expressed frustration saying mcginty ".was abusing and manipulating the grand jury process." and ".hired so-called expert witnesses to try to exonerate the officers..." fired into their apartment complex near rainbow and smoke ranch. but by chance the two were not hit. metro police say they don't believe the couple was the intended target and suspected it may be related to problems with a previous tenant. the couple say thye just moved into the unit recently and were shocked by what happened: ((norman: we turned the light on and we saw smoke everywhere so that's when it hit, like wow, we just got shot at...)) ((ashley: there was a bullet hole pretty much that would have been straight to his head from that window.))
